Subject: [PATCH] testsuite: repair read of uninitialized memory

Function ``test_backoff_time`` does not initialize ``delta``, and
|
|
``get_backoff_delta_msec`` then performs a read from uninitialized
|
|
memory with the ``!*delta`` expression.
