from OBS into Git

Requirements:
  * `osc` command-line tool
  * `git-importer` command-line tool

Areas of Responsibility

  * Sync packages from OBS devel project to Git
  * Forks /pool, if available
  * Uses `git-importer` to import packages
  * Set maintainership information for devel project
