While test_004 verifies that PRs merge when all "merge ok" comments are present, it does not verify the intermediate state where only one of the two package PRs has been approved for merging. To fully satisfy the test plan ("Verify PR is merged only after merge ok is commented on all..."), the test should ideally check that the project PR remains unmerged after the first "merge ok" comment.

as discussed in slack - let's remove autogits_obs_staging_bot, because that bot will compete and damage the test requesting review. I guess reusing "manual-merge" should be fine here
