Subject: [PATCH] maint: fix bug URL in ChangeLog entry

* build-aux/git-log-fix (v4.7.0-15-g6e55ad98): Tweak ChangeLog entry
for this commit during 'make dist' to reference the bug system on
Savannah instead of that on debbugs.gnu.org.
