Accepting request 870110 from home:1Antoine1:branches:devel:libraries:c_c++

- Update to 2.10.18:
  * Add ability to parse and emit the NT Epoch 1601-01-01T00:00:00Z.
- Remove obsolete conditionals.
- Remove duplicate call to license macro.
- Simplify check section and make it work on Leap 15.2/15.3.
