- Update to release 23. Changes since 16:
  * fixed build with musl
  * use env for python3 path
  * don't drop bytes in varlink bridge
  * compile with clang and musl-gcc
  * correct issues pointed out by static code analysis
  * use strtod_l
  * return VARLINK_ERROR_PANIC on float Inf or NaN
  * correct the float number parsing for some locales
  * libvarlink now includes and passes most of the JSONTestSuite tests.
  * allow uppercase letters in interface names
- Update descriptions and summary
- Add subpackages
  * vim subpackage
  * bash completion
  * util subpackage that contains the `varlink` binary
