d0cda6f461 configure, meson: rename targetos to host_os 
This variable is about the host OS, not the target.  It is used a lot
more since the Meson conversion, but the original sin dates back to 2003.
Time to fix it.

0df750e9d3 libvhost-user: make it a meson subproject 
By making libvhost-user a subproject, check it builds
standalone (without the global QEMU cflags etc).

Note that the library still relies on QEMU include/qemu/atomic.h and
linux_headers/.

99650b628f contrib/vhost-user-scsi: convert to Meson 
The libiscsi pkg-config information is extracted from config-host.mak and
used to link vhost-user-blk.
