Jiaqi Gao 6901ae7bc8 i386/tdx: handle the case that HOB is not provided by TDVF
It is possible that TDVF may have 0 TD_HOB section. Change the tdx
initialization path to do the check. Pass the hob address to KVM only
when TD_HOB section is provided by the TDVF binary.
