Subject: [PATCH] Skip Kerberos tests on libcurl >= 8.17.0

CURLOPT_KRBLEVEL and CURLOPT_KRB4LEVEL were removed in libcurl

8.17.0 and now return CURLE_NOT_BUILT_IN.
