Sargun is a large user of Distribution at Netflix, and is interested
in helping maintain, especially around storage drivers.

Mirantis Secure Registry (once Docker Trusted Registry) also uses
Distribution as its core code. Propose two maintainers from Mirantis
as Distribution maintainers.

Include rules and roles in file.
Remove inactive maintainers who have already acknowledged
