Reparent Bot

To be able to put new parents of repositories as special forks into
pool and other projects.


Areas of Responsibilities
-------------------------

* monitor issues for Add packages
  + issue creator *must be* owner of the repo, OR
  + repository must not be a fork
* assign organization Owner to review request
* reparent the repository and create a PR
* remove non-accepted repositories from /pool, if no other
  branches are relevant here
