To be able to put new parents of repositories as special forks into pool and other projects.

Areas of Responsibilities

monitor issues for Add packages
- issue creator must be owner of the repo, OR
- repository must not be a fork
assign organization Owner to review request
reparent the repository and create a PR
remove non-accepted repositories from /pool, if no other branches are relevant here
