use BuildRequires clang19 by default

  • allow to select BuildRequires gcc only for tumbleweed since for leap build doesn't work

It looks like the build situation has been improved, at lest when it comes to 16.0. I'm inclined to merge it. I will look tomorrow re: build statuses and the build bot review there (most likely the algo there needs to be fixed)
