Jorik Cronenberg 91074a23bc Use tmpfiles to remove /var/lib/unbound from files ...

Create /var/lib/unbound with systemd-tmpfiles, move root.key to
/usr/share/unbound and copy it to /var/lib/unbound/root.key to
improve immutable os compatibility.
