Accepting request 95439 from devel:libraries:c_c++

- Update to new upstream release 3.12
* Clang support
* Fixes to the option parser's passthrough mode,
  which did not correctly copy arguments over
* POSIXLY_CORRECT support for the option parser
* Size reduction of data structures by eliminating
  seldomly-used fields
