I left the gimp conditional in there in case upstream ports it to gimp 3 eventually, but it isn't currently used. I could remove it instead if you'd prefer.

The plugin no longer builds now that factory switched to gimp 3.0. The libjxl package currently in factory doesn't build either. I'm not sure if what I did makes the most sense, or if we should remove the plugin from the spec altogether.
