Back when 3.1.1 was released, the curated tarball (libsemigroups-3.1.1.tar.gz) was not part of the initial release Github release announcement, hence the specfile got switched for the autogenerated tarball (v3.1.1.tar.gz). Normally we would check every release for the presence of a curated tarball, but alas that did not happen somehow, and the autogenerated archives were used since. But the autogenerated archive does not contain the essential "VERSION" file needed to properly generate libsemigroups.pc. Switch back to the curated tarball.
