The current key (0xD55D978A8A1420E4) expired on 2024-10-14. Update with
the new key found on:

https://www.netfilter.org/files/coreteam-gpg-key-0xD70D1A666ACF2B21.txt

This fixes the IBS submission being declined by
source_validator.service, because of a missing public key for signature
verification.

The delay is short. From commit to being built in 62 seconds means everything from me dabbling a few seconds between commit & git push, to scmsync, bs_sched & bs_worker all came together beautifully and the systems were not overloaded.
