- boot.cleanup cleanup
- make /var/lock tmpfs too
- bind mount /var/run in boot.localfs
- drop /etc/sysconfig/sysctl (fate#312343)

- dont' enable boot.ldconfig by default
- don't enable boot.clock by default (fate#312407)
- remove reference to runlevel 4 from skeleton.compat
