docs/: ignore gtester Makefile targets Mark 'test', 'test-report', 'perf-report' and 'full-report' as PHONY in docs/Makefile.am to prevent recursion of gtester into the documentation subdirectories. Stop including Makefile.decl from these directories since it is no longer necessary.
