Support setting mtime and atime on local files on Windows
Since we (optionally) require nanosecond precision for this (utimes() is used on *nix), use SetFileTime(), which nominally has 100ns granularity (actual filesystem might be coarser), instead of g_utime (), which only has 1-second granularity.
