gio: gmemorymonitorpoll: Poll backend for the GMemoryMonitor
This backend periodically watch the memory free ratio through sysinfo(). It signals the applications when the memory free ratio drops to 40%, 30%, and 20% for LOW, MEDIUM, CRITICAL status, respectively.
