Add g_build_path(), g_build_filename(), to create separated paths,

        * glib/gfileutils.[ch]: Add g_build_path(),
        g_build_filename(), to create separated paths,
        suppressing duplicate separators, from varargs
        lists.

        * tests/strfunc-test.c: Add tests for g_build_path(),
        g_build_filename().
