When testing to see if glib exists, set LIBS="$GLIB_LIBS $LIBS" NOT

When testing to see if glib exists, set
	LIBS="$GLIB_LIBS $LIBS"
NOT
	LIBS="$LIBS $GLIB_LIBS"
because order matters - if the user specifies their own $LIBS to
./configure, these need to be passed in last.
