build-sys: Pass CFLAGS to $(DTRACE)

Fedora is using https://fedoraproject.org/wiki/Changes/Annobin
to try to ensure that all objects are built with hardening flags.
Pass down `CFLAGS` to ensure the SystemTap objects use them.
