girepository: Annotate C99 flexible arrays with their dynamic lengths

Browse Source 
Using the new `G_COUNTED_BY` macro (i.e. the `__counted_by__`
attribute).

I found the declarations using:
```sh
git grep '\[\];' | grep -v '='
```
