Get rid of --enable-msg-prefix

	* configure.in: Get rid of --enable-msg-prefix

	* gmessages.c: make whether to prefix the messages with
	appname/pid a runtime setting, not a compile-time setting.  Change
	default to include prefix for debug/warning/error type messages.
