resource file: add cancel to dummy monitor
gfilemonitor has a cancel vfunc and will call into the in dispose.
If we don't stub it out we get a segfault.

resource file: Return some filesystem info
We now return "resource" as the filesystem type, and state
that the filesystem if readonly.

This avoids the fallback to polling in GFile, which is unnecessarily
expensive for a resource which can never change.
