Without a timeout, some lookup requests can go on forever, typically due
to bugs in underlying systems.
This can have particularly significant effects on the Happy Eyeballs
algorithm in `GSocketClient`, which relies on multiple name lookups as
its first step.

This allows higher levels to have more control over resolving
(ipv4 or ipv6 for now) which allows for optimizations such
as requesting both in parallel as RFC 8305 recommends.
Add the GLIB_AVAILABLE_IN_ALL annotation to all old functions (that
haven't already been annotated with the GLIB_AVAILABLE_IN_* macros or a
deprecation macro).
If we discover in the future that we cannot use only one macro on
Windows, it will be an easy sed patch to fix that.

* Add resolver functions for looking up DNS records of

It's a bit lame, but some of our C++ wrapping scripts expect objects to be
typedefed like:
typedef struct _FooClass FooClass;
struct {} _FooClass;
Rather than:
typedef struct {} FooClass;
Functionally they're the same, but the former makes our lives easier in the
short term
GResolver provides asynchronous (and synchronous-but-cancellable) APIs
for resolving hostnames, reverse-resolving IP addresses back to
hostnames, and resolving SRV records. Part of #548466.
