Add SPDX license (but not copyright) headers to all files which follow a
certain pattern in their existing non-machine-readable header comment.

It's unnecessary, and only adds visual noise; we have been fairly
inconsistent in the past, but the semi-colon-less version clearly
dominates in the code base.

* *.c: chain up unconditionally in finalize() and dispose(). Also
don't dereference these function pointers when calling them since
that has no meaning at all.
