a19e554517 glib: Update Unicode Character Database to version 13.0.0
Using commands:
```
glib/gen-unicode-tables.pl -both 13.0.0 path/to/UCD
tests/gen-casefold-txt.py 13.0.0 path/to/UCD/CaseFolding.txt \
   > tests/casefold.txt
tests/gen-casemap-txt.py 13.0.0 path/to/UCD/UnicodeData.txt \
   path/to/UCD/SpecialCasing.txt > tests/casemap.txt
```

Using UCD release https://www.unicode.org/Public/zipped/13.0.0/UCD.zip

With some manual additions to `GUnicodeScript` for the 4 new scripts
added in 13.0, using the first assigned character in each block in
`glib/tests/unicode.c`.

b4d58a7105 glib, gio: Use GLIB_DEPRECATED_MACRO instead of G_DISABLE_DEPRECATED
When defining deprecated macros, annotate them with
`GLIB_DEPRECATED_MACRO_IN_*()` and `GLIB_DEPRECATED_MACRO_IN_*_FOR()` to
conditionally emit warnings if people use them, depending on their
declared minimum and maximum GLib version requirements (see
`GLIB_VERSION_MIN_REQUIRED` and `GLIB_VERSION_MAX_ALLOWED`).

The old way of doing this was for users to define `G_DISABLE_DEPRECATED`
if they didn’t want to use deprecated APIs, but it reported errors via
missing symbols, and wasn’t version-dependent. It’s being phased out.

f559bc01dc Make g_utf8_make_valid optionally take a length
g_utf8_make_valid was turned into a public API this cycle. However
now that it is public we should make the API more generic, allowing
the caller to specify the length. This is especially useful if
the function is called with a string that has \0 in the middle
or for chunks of a strings that are not nul terminated.
This is also consistent with most of the other utf8 utils.

Callers inside glib are updated to the new signature.

4b94c0831e Use 'dumb quotes' rather than `really dumb quotes'
Back in the far-off twentieth century, it was normal on unix
workstations for U+0060 GRAVE ACCENT to be drawn as "‛" and for U+0027
APOSTROPHE to be drawn as "’". This led to the convention of using
them as poor-man's ‛smart quotes’ in ASCII-only text.

However, "'" is now universally drawn as a vertical line, and "`" at a
45-degree angle, making them an `odd couple' when used together.

Unfortunately, there are lots of very old strings in glib, and also
lots of new strings in which people have kept up the old tradition,
perhaps entirely unaware that it used to not look stupid.

Fix this by just using 'dumb quotes' everywhere.

Add the GLIB_AVAILABLE_IN_ALL annotation to all old functions (that

If we discover in the future that we cannot use only one macro on

a963712646 Annotate API introduced for 2.30 with GLIB_AVAILABLE_IN_2_30
I didn't do this comprehensively, since there's a lot of it, mainly
due to the GDBus object manager stuff, but anyone trying to use
that would fail fast due to lack of the gdbus code generator.

My main goal was to get API additions to existing classes like
g_data_input_stream_read_line_utf8(), as well as the lower level new
API like glib-unix.h.
