Drop trailing semi-colon from G_DEFINE_ macro
...
It's unnecessary, and only adds visual noise; we have been fairly
inconsistent in the past, but the semi-colon-less version clearly
dominates in the code base.

resource file: add cancel to dummy monitor

gfilemonitor has a cancel vfunc and will call into the in dispose.
If we don't stub it out we get a segfault.

that the filesystem if readonly.

This avoids the fallback to polling in GFile, which is unnecessarily
expensive for a resource which can never change.
