I have audited all uses of the (closure) annotation in glib and
determined that only a handful are correct. This commit changes almost
all of our use of (closure) annotations to conform to Emmanuele's rules.
If the port is not specified, then a default port should be assumed.
This is how everybody expects URIs to work and it's how GProxyResolver
should work too.
We already have lots of tests to ensure this works as expected; however,
the documentation currently does not allow it. Change the documentation
to match reality.

In g_proxy_resolver_lookup_async() we have some error validation that
detects invalid URIs and directly returns an error, bypassing the
interface's lookup_async() function. This is great, but when the
interface's lookup_finish() function gets called later, it may assert
that the source tag of the GTask matches the interface's lookup_async()
function, which will not be the case.
As suggested by Philip, we need to check for this situation in
g_proxy_resolver_lookup_finish() and avoid calling into the interface
here if we did the same in g_proxy_resolver_lookup_async(). This can be
done by checking the source tag.
I added a few new tests to check the invalid URI "asdf" used in the
issue report. The final case, using async GProxyResolver directly,
checks for this bug.

This will catch buggy implementations of GProxyResolver before they are
able to return bogus results to higher level code. In particular, if
g_proxy_resolver_lookup() returns NULL, it'd better set an error to
explain why.
Add SPDX license (but not copyright) headers to all files which follow a
certain pattern in their existing non-machine-readable header comment.

While all of the current callers of _g_io_module_get_default() want to
cache the returned GObject for the lifetime of the process, that doesn’t
necessarily have to be the case, so let callers make that decision on a
case-by-case basis.

Make `G_URI_FLAGS_PARSE_RELAXED` available instead, for the
implementations which need to handle user-provided or incorrect URIs.
The default should nudge people towards being compliant with RFC 3986.
This required also adding a new `G_URI_PARAMS_PARSE_RELAXED` flag, as
previously parsing param strings *always* used relaxed mode and there
was no way to control it. Now it defaults to using strict mode, and the
new flag allows for relaxed mode to be enabled if needed.

_g_uri_parse_authority() without argument is actually checking that the
URI is valid, by checking it parses successfully
We keep the existing error domain / code for compatibility reasons,
instead of raising the underlying G_URI_ERROR.

The GNetworkMonitor docs were talking about one implementation,
omitting the others. While fixing that, add a bit about implementations
to the GProxyResolver docs too.
If we have an input parameter (or return value) we need to use (nullable).
However, if it is an (inout) or (out) parameter, (optional) is sufficient.
It looks like (nullable) could be used for everything according to the
Annotation documentation, but (optional) is more specific.
Since all element markup is now gone from the doc comments,
we can turn off the gtk-doc sgml mode, which means that from
now on, docbook markup is no longer allowed in doc comments.
To make this possible, we have to replace all remaining
entities in doc comments by their replacement text, & -> &
and so on.
Add _g_io_module_get_default(), which implements the
figure-out-the-best-available-module-that-is-actually-usable logic,
and use that to simplify g_proxy_resolver_get_default(),
g_settings_backend_get_default(), g_tls_backend_get_default(), and
g_vfs_get_default().

This extension point allow extending GLib with library like LibProxy that
interprets system proxy settings and finds the appropriate configuration
based on the type of connection being made.
