Allow applications to specify whether a sound should be played
when it is shown. And allow setting custom sound.
The default behavior is to not play any sound, in order to not break current
apps that play the sound themself.
Add SPDX license (but not copyright) headers to all files which follow a
certain pattern in their existing non-machine-readable header comment.
