b654eb1846 guri: Make G_URI_FLAGS_PARSE_STRICT the default
Make `G_URI_FLAGS_PARSE_RELAXED` available instead, for the
implementations which need to handle user-provided or incorrect URIs.
The default should nudge people towards being compliant with RFC 3986.

This required also adding a new `G_URI_PARAMS_PARSE_RELAXED` flag, as
previously parsing param strings *always* used relaxed mode and there
was no way to control it. Now it defaults to using strict mode, and the
new flag allows for relaxed mode to be enabled if needed.

a173a6f617 gio: use g_uri_is_valid()
_g_uri_parse_authority() without argument is actually checking that the
URI is valid, by checking it parses successfully

We keep the existing error domain / code for compatibility reasons,
instead of raising the underlying G_URI_ERROR.

6ddfd516e6 Small documentation additions
The GNetworkMonitor docs were talking about one implementation,
omitting the others. While fixing that, add a bit about implementations
to the GProxyResolver docs too.

18a33f72db introspection: use (nullable) or (optional) instead of (allow-none)
If we have an input parameter (or return value) we need to use (nullable).
However, if it is an (inout) or (out) parameter, (optional) is sufficient.

It looks like (nullable) could be used for everything according to the
Annotation documentation, but (optional) is more specific.

35066ed6c6 Docs: Drop entities, switch away from sgml mode
Since all element markup is now gone from the doc comments,
we can turn off the gtk-doc sgml mode, which means that from
now on, docbook markup is no longer allowed in doc comments.

To make this possible, we have to replace all remaining
entities in doc comments by their replacement text, &amp; -> &
and so on.

1481b7bca3 Add _g_io_module_get_default(), use to simplify other *_get_default()s
Add _g_io_module_get_default(), which implements the
figure-out-the-best-available-module-that-is-actually-usable logic,
and use that to simplify g_proxy_resolver_get_default(),
g_settings_backend_get_default(), g_tls_backend_get_default(), and
g_vfs_get_default().

f3debedfd2 Implemented proxy-resolver extension point
This extension point allow extending GLib with library like LibProxy that
interprets system proxy settings and finds the appropriate configuration
based on the type of connection being made.
