70ee43f1e9 glib: Add SPDX license headers automatically
Add SPDX license (but not copyright) headers to all files which follow a
certain pattern in their existing non-machine-readable header comment.

This commit was entirely generated using the command:

7dc7b84a52 gcharset: Document the CHARSET environment variable a bit
Users should probably never be setting this — instead, just add the
charset after a `.` in `LANGUAGE`/`LC_ALL`/`LC_*`/`LANG`.

I can’t find any reference (in `git log`, code comments, or man pages)
to this environment variable being standardised or documented or even
used anywhere outside GLib. Perhaps it should eventually be removed.

If anybody finds references as to why GLib checks `CHARSET`, this
comment can be updated in future.

782eb1f7af Add private functions to correctly convert datetime when LC_TIME is not UTF8
Functions (_g_get_time_charset and _g_get_ctype_charset) to get LC_TIME and LC_CTYPE charset
by using nl_langinfo with _NL_TIME_CODESET and CODESET).
Another functions (_g_locale_time_to_utf8 and _g_locale_ctype_to_utf8) which uses thel and format
the input string accordingly.
Add new test cases with mixing UTF8 and non UTF8 LC_TIME along with UTF8
and non UTF8 LC_MESSAGES.

f6caeb6d1a gthread: Add g_private_set_alloc0() internal convenience API
This is a wrapper around g_private_set() which allocates the desired
amount of memory for the caller and calls g_private_set() on it.

This is intended to make it easier to suppress Valgrind warnings about
leaked memory, since g_private_set() is typically used to make one-time
per-thread allocations. We can now just add a blanket suppression rule
for any allocations inside g_private_set_alloc0().

22cd18500d Fix various const-correctness issues
Spotted when temporarily compiling with -Wwrite-strings. This only goes
a small way towards making the code base -Wwrite-strings–clean. It
introduces no functional changes, and fixes no bugs.

12 of those files are not licensed under LGPL:

Some of them are generated files, some are licensed under a BSD-style
license and win_iconv.c is in the public domain.

Sub-directories inside glib/:

	deprecated/: processed in a previous commit
	glib-mirroring-tab/: already LGPLv2.1+
	gnulib/: not modified, the code is copied from gnulib
	libcharset/: a copy
	pcre/: a copy
	tests/: processed in a previous commit

4b94c0831e Use 'dumb quotes' rather than `really dumb quotes'
Back in the far-off twentieth century, it was normal on unix
workstations for U+0060 GRAVE ACCENT to be drawn as "‛" and for U+0027
APOSTROPHE to be drawn as "’". This led to the convention of using
them as poor-man's ‛smart quotes’ in ASCII-only text.

However, "'" is now universally drawn as a vertical line, and "`" at a
45-degree angle, making them an `odd couple' when used together.

Unfortunately, there are lots of very old strings in glib, and also
lots of new strings in which people have kept up the old tradition,
perhaps entirely unaware that it used to not look stupid.

Fix this by just using 'dumb quotes' everywhere.

b25177fc4f GLib: Add forgotten includes and build fixes
-gcharset.c, genviron.c, gunicollate.c: Some headers were missed in those
 files that triggered C4013 warnings/errors (aka. implicit declaration
 of ... in GCC).  Make up for them here.
-gwin32.h: Only define g_win32_get_package_installation_directory/
 g_win32_get_package_installation_subdirectory as macros
 (alias of g_win32_get_package_installation_directory_utf8/
 g_win32_get_package_installation_subdirectory_utf8) on Win64 (x64) as
 g_win32_get_package_installation_directory/
 g_win32_get_package_installation_subdirectory have seperate existing
 implmentations for Win32-this is a long-standing problem but was covered-
 up by G_DISABLE_DEPRECATED, which we are stopping to use as of 2.31.0.
