Chun-wei Fan bbf07fb15e Visual Studio builds: Fix .pc generation 
The previous update did not account for when no exec_prefix is spcified,
so update that, and use ${prefix} by default.  Clean up a bit as well.

Now this directory is private to GLib. Only the files relevant to GLib
are left. See the separate "build" module in GNOME SVN for history.
