Since GLib files are only meant to be built as part of GLib, config.h always exists, so the checks are more or less pointless. https://bugzilla.gnome.org/show_bug.cgi?id=793399
Note that this is mostly experimental and not really maintained. It seems that the OAH project at https://code.launchpad.net/oah might be a better choice if you want to start building GLib (and more of the GTK+ stack) with Visual Studio.
