Update to 0.45.1:
  - ci: switch from using sha1 to sha256.
  - ci(keys): regenerate rsa*.pem keys as well
  - fix: make the package compatible with OpenSSL >= 3.4 (don’t
    rely on LEGACY crypto-policies)
  - chore: package also system_shadowing directory to make builds more reliable
