Disable gimp plugin everywhere

The plugin no longer builds now that factory switched to gimp 3.0. The libjxl package currently in factory doesn't build either. I'm not sure if what I did makes the most sense, or if we should…

Disable gimp plugin everywhere

I left the gimp conditional in there in case upstream ports it to gimp 3 eventually, but it isn't currently used. I could remove it instead if you'd prefer.
