- updated to 0.92.0 (0.092)

- Fixed issue with tests failing after tzdata-2024b added some new
aliases. This gets used if you have DateTime-TimeZone-2.63, which
came out Sep 07, 2024. To make sure this passes tests I have bumped
the required minimum version of DateTime-TimeZone to v-2.63. I suppose
this could be a breaking change although its hard for me to see the cases;
just shout out if you have trouble.
