The previous attempt to avoid boo#1223910 (which did not add
-fpermissive to optflags but rather to uses of that macro" was not
complete, there are two other spots where this needs to be done.

cf9df054bf Accepting request 1172236 from home:jamborm:gcc14fixes 
Aalib seems uses very old autoconf in the aaview part so this just
adds -fpermissive to optflags to shut all errors about undeclared
functions and implicit return types.  This results in a warning about
use of -fpermissive in C with older GCCs but hopefully that is not a
problem.

- Add -fpermissive to optflags (boo#1223910).
