Accepting request 685754 from home:jengelh:sct

- Remove %if..%endif guards that do not affect the build result.
- Write "D-BUS" per its own name, "D-Bus".
- Replace FIXME PreReq with proper requires as needed.
- Update boilerplate summaries, and remove em dash grammar.
