- Add _constraints to avoid OOM on OBS workers (bsc#1248638)
- Add rpmlintrc to suppress rpmlint warnings
* some bcc-tools uses /usr/share/bcc/tools/*.c for compilation at runtime,
so must be shipped as-is.
