This reverts the below commit to not generate PLT32 relocs on branches by default. Used for old distros to not have to update several packages/tools that can't handle them. I.e. a compatibility patch. The patch isn't exactly the reverse of commit bd7ab16b because commit 83924b38 later moved the checking code around somewhat. The changes in nop-[345].d and pr22842b.S are followups to not break the testsuite because of this revert.
