this package to Factory, although the number of users will be quite limited, I guess...
Blame is the RCS equivalent of CVS's "annotate" command. It is quite a common tool
for RCS users.

OK, I know RCS is for dinosaurs. But it is still a really performant and handy single-file
revision control system. I use it regularly.
blame is the file annotator for RCS. As it is easy to maintain, I thought about submitting
it to devel:tools:scm (I would volunteer to maintain it). Perhaps it will come in handy for other people.
