- Don't use %tmpfiles_create_package anymore.
  This macro cannot work on transactional systems. However this macro was
  supposed to be used only when the tmpfiles stuff was needed in advance, which
  doesn't seem to be the case for brltty.

    + brltty-ctb's output is now UTF-8 (rather than ASCII).

  * Build features:
    + Add the reload target to the make files for Systemd and Udev.
