Accepting request 830294 from openSUSE:Tools

- support rpmlint installed in /usr/bin/ as well
- fixing build for armv6hl
- Extract generated chart from the tarball instead of using the recipe

Note: the armv6 build failures atm are complete independend of
the topic this fix is providing and not specific to build package
