Accepting request 1134516 from devel:kubic:ignition

- Update to version 1.3+git3:
  * 30firstboot: Do not detect firstboot in the zipl initrd "initgrub" mode
    (bsc#1218065)
  * Handle absence of NM and wicked properly
  * Use dracut $hookdir instead of hardcoding
