Accepting request 1134514 from home:favogt:combustion

- Update to version 1.3+git3:
  * 30firstboot: Do not detect firstboot in the zipl initrd "initgrub" mode
  * Handle absence of NM and wicked properly
  * Use dracut $hookdir instead of hardcoding
